The research investigates the institutional and policy dimensions influencing school to work transitions in Italy and Germany. The aim is to identify institutional complementarities and policy synergies, and to analyze how they contribute to structure the social bridge from education to the labour market. The Social Investment approach constitutes the analytical framework of the research, driving the focus of investigation towards: the interaction between institutional settings and policy mix; the role of the welfare state in promoting social investment policies and coordinating actors involved; the outcomes of transitions in terms of good quality participation in the labour market and equity of opportunities. The research compares school-to-work transition systems in Italy and Germany, adopting a mixed method approach. In the first part, the theoretical framework of the research is described. In the second part the comparison between Italy and Germany is carried out through a quantitative analysis of transitions' outcomes; and through an institutional analysis of institutional complementarities and policy developments at the national level. In the third part, two local case studies in Italy and Germany, considered as point of entry of different structures of multilevel governance, are compared. The research assesses the negative complementarities characterizing the Italian system (mainly depicted by the Vocational Gap of the education and training system and by a low qualified work demand) and the persisting complementarities, within a new and more exclusive equilibrium, characterizing the German system of school-to-work transition.

Abstract
