Building on chapters XV, XVI, and XXV of Emilio Gabba’s Italia romana, the paper aims to put forward some reflections on the administrative and institutional dynamics that led to the integration of communities (and their settlements and territories) under the Roman rule, in particular in the area of northern Italy in closest contact with the Alpine area. Based on a survey of the currently available evidence (mainly literary and epigraphic sources), the focus will be on the ‘minor’ settlements (vici) and the forms of land organization in rural, extra-centurial, and ‘peripheral’ contexts (pagi) between the end of the Republican period and the early imperial age.
