Human rights make it possible to vindicate the satisfaction of our fundamental needs by means of precise requests, expressed in a legal language. Another 'language' for expressing the same needs, but making use of economic and sociological terms instead, is human development. Human development indexes measure the 'progress' in terms of basic needs satisfaction. They allow to understand if a social policy, or else a cooperation programme, is successful or not.
