The first definite article of perpetual peace set up a proper organization of human life within modern institutions ensuring the free development of each and everyone; failing this, peoples and nations are destined to become poor while peaceful international cohabitation will be replaced by the compulsory use of violent and destructive force into submission. A risk from which nobody is exempt on principle or by goodwill.
