Without victims, both empirical evidence and the concept of criminal deviance as a foundation for criminal policy lose their significance. An integrated approach to Criminal Law, Criminology and Criminal Policy grounded in respect for human dignity, can pave the way for research that focuses on victims while maintaining an awareness of human fears within institutional responses to crime. In this context, policymakers might be encouraged to engage with studies that explore rationality, structure, and understanding within the deep human dimensions of society.
