In recent years, the concept of cultural welfare has gained increasing relevance within the Italian academic and public debate. This article investigates the genesis and development of the notion through a critical review of national and international literature, aiming to reconstruct its emerging semantics. The analysis highlights a significant gap between the growing attention devoted to the topic and its limited visibility within major academic databases, mainly due to terminological fragmentation, stressing the need to develop methodological and interpretative tools capable of grasping the variety of practices and terminologies in use. The contribution is situated within the broader framework of the research project Cultural Welfare Ecosystems for Wellbeing: Mapping semantics and practices, co-designing tools and raising awareness, funded under the PRIN 2022 PNRR programme and carried out by the University of Bologna and the University of Urbino Carlo Bo. Finally, the article anticipates some reflections guiding the empirical phase of the research, focused on the study of cultural welfare practices in the Emilia-Romagna and Marche regions.
