Actually effective prevention can only be achieved through the use of synergy in all the possible instruments to combat crime. In particular, the culture of legality appears a tool able to provide an effective counterforce to criminal temptations, because makes stronger the bond of trust with the rules and Institutions and promotes respect for the rights of others, and a sense of responsibility in the management of common problems. The paper concerns a reflection -conducted in the light of the main criminological theories- on the opportunity to promote and strengthen a culture of legality and a more detailed plan for its effective implementation.
