The reform of the “premierato” is the culmination of a long political phase that has emphasized stability as an end in itself, the centralization of governmental power, and the marginalization of representative bodies. This contribution, drawing inspiration from the experience of the regional form of government, establishes a parallel between the infantilization of the governed – evident in the growing voter abstention and, more generally, in the disinterest towards public affairs – and the infantilization of the governors, reflected in their inability to unify the society. Instead of synthesizing the plurality of interests present in the community, they fragment them into corporative claims.

Abstract
